Senator Joe Pittman submitted a letter to the Independent Regulatory Review Commission prior to its September 1 meeting detailing at length his many objections to a proposed regulation that would implement the Governor’s mandate that Pennsylvania join the Regional Greenhouse Gas Initiative (RGGI).
