Pittman, Major & Oberlander Announce More Than $3.6 Million for Armstrong County Infrastructure Projects

HARRISBURG – Sen. Joe Pittman (R-41) and Reps. Abby Major (R-60) and Donna Oberlander (R-63) announced nearly $2.7 million in public infrastructure grants from Local Share Account (LSA) funds and nearly $1 million in Public School Facility Improvement Grant Program (PSFIG) dollars have been awarded for projects in Armstrong County.

“Thanks to the collective effort of local and state leaders, our communities will soon be receiving substantial investments for needed infrastructure improvements,” Pittman said. “Infrastructure projects of any size can be expensive for municipalities. I’m pleased to have worked to ensure this state support will assist with vital improvements to protect health, safety and education access within our region.”

“I’m pleased to support these four worthwhile projects in my legislative district,” Major said. “Each address important needs and will benefit the community for years to come. Fixing stormwater concerns improves the water quality of the Allegheny River and its tributaries. It is vital that clean, safe drinking water is available to residents. Municipal vehicles and related equipment cannot last forever and need to be replaced at some point. Finally, just like homes, windows in schools reach their maximum lifespan and must be replaced.”

“These funds will greatly benefit our communities by improving infrastructure, ensuring safer environments and enhancing our water systems,” said Oberlander. “Investing in these essential areas not only strengthens our community but also fosters economic growth and job creation. I am dedicated to supporting initiatives that will uplift our region and its residents.”

The grants were approved by the Commonwealth Financing Authority (CFA) at the October 22 meeting in Harrisburg.

Eight projects within the county received LSA funding:

  • $582,833, awarded to Dayton Borough to replace a distribution waterline along West Main Street.
  • $449,963 for Perry Township to continue repairing a section of Millers Eddy Road which collapsed in 2022 due to mine subsidence.
  • $446,756 for Atwood Borough to resurface Hollow Road, Jefferson Street, Atwood-Sugar Run Road and Bird Dog Lane within the borough.
  • $323,590 for Rural Valley Borough to improve five existing water wells in the borough’s water system.
  • $312,000 for Apollo Borough to improve existing stormwater infrastructure.
  • $251,400 for Kittanning-Plumcreek Water Authority to extend a waterline along Berts Hill Road.
  • $225,700 for Parks Township Municipal Authority to replace a waterline along Route 66 that is the primary supply line to the township’s Riverview, Pleasant View and Kepple Hill neighborhoods.
  • $78,887 for Manorville Borough to purchase a new service vehicle to replace its 23-year-old vehicle used for snow and ice removal, street cleaning, drain cleaning, trash removal and other miscellaneous jobs.

Local Share Account funds are generated by the PA Race Horse Development and Gaming Act (Act 71 of 2004), which provides for distributing gaming revenues through the CFA to support projects in the public interest within Pennsylvania.

As for the PSFIG funding, Lenape Technical School was awarded $931,875 to replace windows at the Manor Township school.

PSFIG funding is allocated within the Pennsylvania General Fund budget and awarded to public school districts and area career and technical schools for various facility improvement projects.

The CFA was established in 2004 as an independent agency of the Department of Community and Economic Development to administer Pennsylvania’s economic stimulus packages.
