
HARRISBURG – Sen. Joe Pittman (R-41) and Rep. Leslie Rossi (R-59) announced a $326,000 public infrastructure grant from Local Share Account (LSA) funds for the Derry Business Park Garland Mills Culverts Replacement Project.
The grant was approved at the Commonwealth Financing Authority (CFA) meeting on March 18, 2025.
Westmoreland County Redevelopment Authority requested support for the project, located in Derry Borough, Westmoreland County.
“I’m pleased to have advocated for this funding which will assist with Westmoreland County Redevelopment Authority’s infrastructure improvements to the Derry Business Park,” Pittman said. “The needed replacements will help to safeguard residents who live nearby, ensure the long-term stability of this area and further expand local economic development.”
In early September 2024, Derry Borough Public Works identified a sinkhole that had opened near the culvert. Public Works staff filled the void with material that was on-site. Derry Borough is located within the Conemaugh River Watershed area of interest and was determined to have recurrent flooding problems, particularly upland tributaries in Derry Township and Derry Borough.
“The replacement of the underground culvert system in Derry Borough’s Business Park, including the Garland Mills Culverts, is a crucial project that will not only enhance safety but also support future growth and economic development in the area,” said Rossi. “This funding will help ensure that Derry Business Park remains a viable space for local businesses and continues to be a strong economic asset for our community. It’s investments like these that help make Westmoreland County a great place to live and work.”
The total project cost is $369,600 and consists of the replacement of the culvert piping, asphalt replacement, and erosion control measures, including raising the site grade above current flood elevations. Replacing the existing underground culvert system will benefit residents living along historically flood-prone streets in the Borough. LSA funds will be used for infrastructure and site preparation, engineering, and administration costs associated with the project.
Local Share Account funds are generated by the PA Race Horse Development and Gaming Act (Act 71 of 2004), which provides for distributing gaming revenues through the CFA to support projects in the public interest within Pennsylvania.
