HARRISBURG – Sen. Joe Pittman (R-41) and Reps. Abby Major (R-60) and Josh Bashline (R-63) announced $5,233,973 in Local Share Account funding to support projects throughout Armstrong County.
These funds were approved by the Commonwealth Financing Authority (CFA) on September 15, 2026, in Harrisburg. The grants are funded through the Local Share Account – Statewide, which uses money generated by casinos to support projects to improve quality of life for area residents.
“Projects to strengthen communities are critical to the stability and growth of our region,” Pittman said. “I was pleased to work with my colleagues in Harrisburg to advocate for this substantial support. Thoughtful investments in local infrastructure and economic development initiatives help ensure municipalities can meet the needs of residents now and into the future. This is an exciting day, as the funding will help address local priorities, support economic growth, and improve quality of life across the county.”

Pittman on these important infrastructure upgrades for our area,” Major said. “Some of the projects will improve roadways to allow for smoother travel, while others will address water treatment and stormwater issues. These are necessary improvements which would exponentially increase in cost if delayed as further deterioration would occur.”

The following 12 projects are receiving support through this round of funding:
Apollo Borough is receiving $1 million to repair stormwater infrastructure on 4th, 7th and Terrace streets.
Applewold Borough is being awarded $336,000 to complete Phase I of the borough-wide sidewalk and pedestrian improvement project, taking place along Allegheny Avenue between Hickory Street and Butler Road. Improvements include removing and replacing approximately 10,000 square feet of concrete sidewalk, four ADA curb cut ramps and 500 feet of concrete curb.
Cadogan Township is receiving $388,888 to extend the sewage line on Sassafras Way by 1,300 feet to service the area primed for residential development and will promote new residential development and community revitalization.
Cowanshannock Township Municipal Authority is receiving $1 million to repair and replace water treatment valves and filters at the Sagamore Water Treatment Plant.
Ford City Borough Stormwater Authority is being awarded $360,000 to make improvements to the First Street and PPG stormwater pumping stations. The First Street station requires a new vertical turbine stormwater pump with minor electrical upgrades and piping modifications. The PPG pumping station requires electrical and controls infrastructure updates.
Gilpin Township Municipal Authority is receiving $30,600 to implement a comprehensive Geographic Information System (GIS) map for its water infrastructure, which includes completing a full digital mapping of the authority’s infrastructure, developing a user-friendly database and mapping software, ensuring quality control of data, and providing staff training to maintain and update the system.
Kiskiminetas Township is being awarded $250,000 to replace the bridge along Chestnut Road intersecting with Carnahan Run. The new bridge will have a 24-foot waterway opening, 36-foot length and 24.5-foot cartway, a 31.5-foot culvert, and will have guiderails installed.
Leechburg Borough is receiving $167,450 for pollutant reduction improvements for its stormwater management system, which includes the purchase of two stormceptors for installation along River Avenue that will help remove leaves, grass clippings and road dirt to help maintain the cleanliness of the Kiskiminetas River.
Parks Township is receiving $1 million to replace the Fire Station Road Bridge with a new precast box culvert, including the repaving of roadway approaches to improve accessibility and long-term performance.
Wayne Township is being awarded $426,835 to replace its 40-year-old road grader with a new road grader to help maintain a 16-foot-wide drivable surface for vehicles, and continue to qualify for Liquid Fuels funding, which is a significant part of the township’s budget.
West Kittanning Municipal Authority is being awarded $142,800 to recondition the exterior of the Summit Avenue water storage tank to prevent leaks and ensure the tank’s integrity.
Worthington West Franklin Joint Municipal Authority is receiving $162,000 to clean wells 2 and 3 at the Bear Street water treatment plant and well number 5 at the Cherry Street water treatment plant, by removing and reinstalling the pumping equipment and completing redevelopment of the wells.
The Commonwealth Financing Authority is an independent agency of the Department of Community and Economic Development that administers many of Pennsylvania’s economic development and community improvement programs.
